The Institute of Human Resources Development is an autonomous educational institution established by the Government of Kerala during 1987. The institute is registered under The Travancore – Cochin literary, Scientific and Charitable societies registrations Act 12 of 1955. The Institute's Memorandum of Association and its rules and regulations have been judiciously framed with built-in growth provisions. The management of the institute is vested with a Governing Body composed of ex-officio members only with the Hon’ble Minister of Education and Culture, Kerala State, as the Chairman and Principal Secretary, Higher Education Department, Government of Kerala as the Vice-Chairman.

The Institute aims to provide education and training of consistently high stands through innovative and versatile programmes that are responsible to the current and emerging needs of the community. At present the institute has 9 Engineering colleges 7 Polytechnic Colleges, 30 Applied Science colleges, 25 Technical Higher Secondary Schools, 2 Regional Centres and 6Extension / Study centres
The College of Applied Science, Calicut which started functioning in October 1993, is an avante gardre attempt in the arena of Electronics and Computer education in the Malabar area initiated by the IHRD. The College has become instrumental in new tangled waves by offering quality education with unrelenting precision and clarity.
The College started with an intake of 24 students each in B.Sc Electronics/ Computer Science which was later increased to 36 from the 9th batch onwards. Initially the college was functioning at the Government L.P.School building, Thiruthiyad, Calicut, which was provided by the Govt. Later this was developed into a self sufficient full fledged college with all infrastructure facilities. The college has its own three storeyed building with total floor area of 4000 m2 (approximately) constructed at a cost of Rs.125 lakhs at Kiliyanad, the heart of Calicut City. The College started functioning in the new campus in March 1997.
MCA course has been commenced in 2001 with an intake of 30 students and M.Sc Electronics/Computer Science in 2002 with an intake of 12 students in each batch bringing PG status to the college. Lab and library facilities were augmented for the PG courses. 14 batches of B.Sc students, 9 batches of MCA students and 10 batches of M.Sc Electronics/Computer Science students have completed their studies from this institution meritoriously.
With in a short span of time, the college could gain a very prominent position in the technical education field of the state. In the academic field too throughout these years our students have come out in flying colours by bagging almost all the University ranks. Also a well efficient placement cell is functioning in this institution and our students are well placed in reputed firms like WIPRO, HCL, DELL, INFOSYS, IBM, iGATE etc.
The College today takes pride in all what it has achieved since its inception. Yet there are many things which the College aspires for but still remains a dream.
